In the wake of Mexican President Enrique Peña Nieto's energy reform proposal, COA Vice President Eric Farnsworth calls the move a "seismic shift in the context of Mexican politics." The reform to open Mexico's energy sector to foreign investors could allow private firms to access profit-sharing contracts with state-run oil monopoly Pemex.
