There have been three transitions of party power in Mexico since the country’s return to presidential democracy in 2000.
The first two transitions, in their own ways, fell short. Vicente Fox, whose historic election victory ended over seven decades of PRI control of the presidency, failed to guide Mexico toward a more robust and equitable democracy.
