César Hernández Ochoa
César Hernández Ochoa was appointed undersecretary of Electricity within Mexico’s Ministry of Energy (SENER) by President Enrique Peña Nieto on February 5, 2014. Previously, he served as the head of the Legal Affairs department at SENER. Hernández Ochoa currently sits on the Board of Directors of the Federal Electricity Commission (CFE). In the public sector, he has held various positions including general director of foreign trade at the Ministry of Economy, general director of the Legal Advisory Council, and general director of the Federal Long-Distance Telecommunication Commission. Hernández Ochoa was a researcher at El Centro de Investigación para el Desarrollo A.C. and has authored several books on foreign trade policy. He obtained his law degree from the National Autonomous University of Mexico (UNAM) and, as a Fulbright and Ford-MacArthur Scholar, earned his master’s degree in law and diplomacy from the Fletcher School of Law and Diplomacy.
