Francisco Barbosa

Francisco Barbosa is a lawyer from the Sergio Arboleda University (1999), with a postgraduate specialization in international relations from the Jorge Tadeo Lozano University (2000) and in regulation and management of telecommunications and new technologies from the Externado University of Colombia (2007). He obtained a master’s degree in history from the Javeriana University of Colombia (2006) and in Public Law from the Externado University of Colombia (2007). In 2010 he obtained his doctorate degree (PhD) in Public Law from the University of Nantes in France. 

Within his professional experience, his time at the Attorney General's Office between 2003 and 2004 as a specialized prosecutor of the National Human Rights Unit stands out. Additionally, he has served 20 years as a legal advisor in public institutions within the executive, legislative, judicial branches and control bodies. In addition to that, he was an external advisor to the Office of the Legal Representative of Bogotá, the Government of Cundinamarca, the Center for Peace and Reconciliation of the Mayor's Office of Bogotá, the Ministry of Information and Communications Technologies, the Ministry of Finance, the Ministry of Transportation, the Excellence in Justice Corporation, and the Senate of the Republic. At the international level he has been external legal advisor to the World Bank. For a year and a half, he served as Senior Presidential Advisor for Human Rights and International Affairs of the government of President Iván Duque Márquez. In January 2020, he was elected attorney general of the Nation unanimously by the Plenary Chamber of the Supreme Court of Justice. He served as head of the prosecuting body from February 13, 2020, to February 12, 2024. 

On July 29, 2022, he was unanimously elected by 22 Prosecutor's Offices and Public Ministries of Ibero-American countries as President of the Ibero-American Association of Public Ministries (AIAMP) for the term 2022-2024. His election is a recognition of the efforts to strengthen the cooperation in the fight against transnational crimes. He is currently, one of the Spring 2024 senior Leadership Fellows at Florida International University.
