Vice President, Dominican Republic

Raquel Peña Rodríguez has forged a distinguished career at the intersection of education, business, and public service. Born in Santiago de los Caballeros, Dominican Republic, she graduated with a degree in Business Administration from the Pontificia Universidad Católica Madre y Maestra (PUCMM). She furthered her education with an MBA, earning dual degrees from Universidad APEC and the University of Quebec in Montreal.  

From an early age, Raquel Peña demonstrated a deep commitment to social impact, actively participating in literacy and community development initiatives in Santiago’s most vulnerable areas. Her passion for education led her to a prominent academic and administrative career at PUCMM, where she served as a professor across technical, undergraduate, and graduate levels. She also founded the PUCMM Entrepreneurship Center and led the International Center for Innovation in Technology and Administration (CITAM), fostering innovation and entrepreneurial spirit within the university community. Additionally, she held the position of Vice Rector for Administration and Finance.  

Raquel Peña’s career is also marked by significant achievements in the business world. She held leadership positions in her family’s commercial and tobacco businesses, managing operations and driving growth. Her extensive experience in the private sector has provided her with a deep understanding of business dynamics and economic development, which she has leveraged in her public service roles. She has also been an active member of several business associations, contributing to the development of the business community in the northern region of the Dominican Republic.  

Raquel Peña officially transitioned into public service in 2020 when she was selected as the running mate for Luis Abinader, the presidential candidate for the Modern Revolutionary Party (PRM). Together, they won the presidential election, making Raquel the third woman in Dominican history to hold the office of Vice President. She was re-elected in 2024 alongside President Abinader, solidifying her leadership role in the country.  

As Vice President, Raquel Peña has been instrumental in advancing policies that enhance education, optimize state resources, and promote economic development. Her leadership was crucial during the COVID-19 pandemic, where she headed the Health Cabinet. Currently, she leads the Cabinet for Investment Promotion, positioning the Dominican Republic as a prime destination for foreign investment. She previously led the Electric Cabinet but now presides over the Education Cabinet, where she focuses on improving the quality of education and promoting educational inclusion across the country.  

Raquel Peña is a strong advocate for sustainable investments, aligning with her vision for a more prosperous and resilient Dominican Republic. Her ongoing efforts to foster collaboration between the public and private sectors are central to the country’s strategy for sustainable development in the region.
