Oscar Maúrtua de Romaña graduated from the Pontificia Catholic University of Peru with a bachelor’s in humanities and a law degree from the Major National University of San Marcos, as well as a degree in international relations from the Diplomatic Academy of Peru. He receive the National Prize for Culture in 1968. Maúrtua de Romaña has postgraduate degrees from the Universities of Oxford, Johns Hopkins, and the Inter-American Juridical Committee of the OAS Secretary General of the Presidency of the Republic (1980–1985). He served as ambassador of Peru to Canada, Bolivia, Ecuador, Thailand, Vietnam, and Laos. He was also the general commissioner to Expo 86 (Vancouver, British Columbia), and the Peruvian representative before ESCAP (Asia Pacific Economic and Social Commission). He has a master’s in public management from the Technological University of Peru. Previously, he was director of the Diplomatic Academy of Peru (ADP), and a former deputy minister and secretary general for foreign affairs. He was also a former foreign affairs minister of Peru (2005–2006), and the OAS representative in Mexico (2006–2011). He was also president of the Peruvian Society of International Law in 2017, the rector of the International Institute of Government in 2017, and a founding member of the Research Center for Strategic Transformation and Modernity (CITME) in 2019.
