Shannon Kellogg
Shannon Kellogg is a vice president of public policy at Amazon, leading the company's public policy efforts for Amazon Web Services (AWS) across the Americas. In this role, he oversees policy priorities and strategies for AWS, managing public policy and government affairs professionals in the U.S. (at both federal and state/local levels), Canada, Mexico, and throughout Central and South America. His team's focus areas include artificial intelligence, energy and sustainability, government procurement, IT modernization, cybersecurity, data protection, trade and export controls, economic policy and regulation, infrastructure and data center policies, and workforce development. Across the Americas his team is dedicated to driving carbon-free energy initiatives, supporting AWS's commitment to sustainability and reducing its carbon footprint.
Before joining Amazon in October 2012, Kellogg was the senior director of Government Affairs for EMC Corporation (now part of Dell Technologies), heading the company's public policy and government affairs office in Washington, D.C. During his nine-year tenure at EMC and RSA (the Security Division of EMC), he served as director of Information Security Policy and Director of Global Government and Industry Affairs.
Throughout his career at RSA, EMC, and Amazon, Kellogg has been instrumental in developing and executing policy strategies that have supported the rapid growth of public sector businesses for each corporation. This included advising company leadership on large-scale procurement bids in U.S. federal, state, and international government market segments. At Amazon, he was the first public policy hire for AWS and has significantly contributed to the public sector business growing into a multi-billion dollar enterprise over the past 12 years. Additionally, Kellogg has served as a company spokesperson on various topics and policy issues.
With 25 years in the technology industry, Kellogg has also held senior public policy roles at the Business Software Alliance, the Information Technology Association of America, and the Global Internet Project before joining RSA/EMC and subsequently Amazon. He is currently a board member of the Information Technology and Innovation Foundation (ITIF), the American Council on Renewable Energy (ACORE), and the Data Center Coalition (DCC), where he also serves as vice chairman. Additionally, he is a Senior Fellow at the National Security Institute at George Mason University’s Antonin Scalia Law School.
Prior to entering the technology sector in 1999, Kellogg was a program officer for the International Republican Institute (IRI), focusing on the Middle East, North Africa, and countries such as Turkey and Mongolia.
Kellogg holds a Master of Arts in International Transactions from the George Mason University School of Public Policy in Virginia and a Bachelor of Arts in Journalism and English from Park University in Missouri.
