BBC: Farnsworth on Dilma Rousseff's Postponement of U.S. State Visit

After citing concerns about spying by the National Security Agency, Brazilian President Dilma Rousseff announced on September 17 that she would postpone her October 23 visit to the United States. AS/COA's Eric Farnsworth discusses the reasons behind her decision, and the impact from the postponement on bilateral relations. "I think it's a huge statement," explains Farnsworth. "It does also hurt the bilateral relationship because when presidents get together, particularly for state visits, it drives the agenda...it's going to have broad implications."
