Oscar Maúrtua de Romaña graduated from the Pontificia Catholic University of Peru with a bachelor’s in humanities and a law degree from the Major National University of San Marcos, as well as a degree in international relations from the Diplomatic Academy of Peru. He receive the National Prize for Culture in 1968. Maúrtua de Romaña has postgraduate degrees from the Universities of Oxford, Johns Hopkins, and the Inter-American Juridical Committee of the OAS Secretary General of the Presidency of the Republic (1980–1985).

Luis Fernando Mejía is the executive director of Fedesarrollo, the Colombian think tank. He was the deputy minister and minister of planning of Colombia from 2014 to 2018.
